# The Governance Rules and Guidelines

## A Solana realm is an instance

A governance is an address governed by the Stream Protocol DAO (e.g. a Stream token, treasury account or program upgrade authority).

## How to create proposal

#### Select the Stream **governance** to participate in under the relevant **realm**.

### Add a proposal to StreamDAO

Click on “**Add new proposal**” to get started.

When a *Proposal* is created and signed by its Signatories voters can start voting on it using their voting weight, equal to deposited governing tokens into the​ Adding Proposals

### Proposals

To start, please access the **StreamDAO GUI** [here](https://realms.today/dao/FUjE8nZ9WLch6bYMfxd2ybyfzw19odi6Yfnio9Dc2v2V).

Next, you will need to deposit the tokens into the program using the "**Deposit Stream "Governance" Tokens**" button.

Currently, the minimum amount of STRM you need to hold to create a new DAO proposal for voting is 2000K STRM (Stream Token).

This amount is configurable via voting. The STRM is *not* spent upon creating a new proposal.

If you do not place Stream tokens into the program first, you will not be able to add a new proposal.

Note: You can withdraw the STRM immediately after creating the proposal.
